New curriculum should:

1. respond to students’ prior knowledge and conceptual models,
2. help learners construct a conceptual framework for new knowledge,
3. construct a balanced learning environment to promote greater opportunity for success by all students,
4. recognize the importance of the context in which learning takes place,
5. help students develop learning strategies needed for complex analysis and synthesis,
6. use new educational technologies, and
7. integrate assessment of student capabilities throughout the curriculum.
